Should EU Blacklist be Adopted Worldwide ?

The Caspian Airlines crash yesterday, which is believed to have killed all onboard, recorded the third fatal aircraft accident in 45 days killing in excess of 530 people.
It seems as high time the regulators should take a more cautious approach on aviation.
The European Commission air safety regulators stated a few hours before the Caspian crash that they believe blacklists should be global because airliners are unsafe not just within the EU.
